Implementation of Local Regulation No. 4 of 2018 on Waste Management By The Cirebon City Environmental Agency (Case Study of The Kopi Luhur Landfill)

Waste management remains a critical challenge in urban areas, particularly in Cirebon City, where increasing waste generation and limited infrastructure have created significant environmental and public health concerns. To address this issue, the Cirebon City Government enacted Regional Regulation Number 4 of 2018 concerning Waste Management as the legal foundation for sustainable and effective waste management. However, the implementation of this regulation in practice continues to face various obstacles, as reflected in the management of the Kopi Luhur Landfill (Tempat Pemrosesan Akhir, TPA), which continues to struggle with operational limitations and inadequate facilities. This research examines the implementation of Regional Regulation Number 4 of 2018 by the Cirebon City Environmental Agency (Dinas Lingkungan Hidup), as well as identifying the obstacles encountered in the field. The method employed is empirical legal research, utilising a direct approach through interviews, observations, and literature studies. The results of the study show that waste management is already underway, particularly at the transportation stage, which is considered relatively effective. However, at the stage of waste reduction at the source, implementation remains suboptimal due to low levels of public awareness regarding waste sorting. Furthermore, the condition of the Kopi Luhur Landfill does not yet fully meet the required standards owing to limited facilities, budget, and human resources. Additional obstacles include weak law enforcement and the limited authority of the Environmental Agency. Improvement efforts are therefore needed, including increased public awareness, stricter enforcement of regulations, and the development of a more modern and integrated waste management system
